How We Structure a Google Ads Account for a Local Service Business
A clean account structure is what makes every later decision readable. When campaigns mix cities, services and intent, the reports blur together and you can't tell which part of the budget produced the calls. For a local service business in the UAE or Saudi Arabia, such as AC maintenance, cleaning, moving, a clinic or a real-estate office, we usually start from a layout like the one below and adjust it to how the business actually sells.
| Campaign | What it contains | Why it is separate |
|---|---|---|
| Brand | Searches for the company name and its misspellings | Cheap, high-converting traffic that would flatter the numbers if mixed with everything else |
| Core service – city A | One ad group per service ("AC repair", "AC duct cleaning") with tightly themed keywords | Budget and bids can follow demand in each city, and ad text can name the city |
| Core service – city B | Same services, different location targeting | Costs and competition often differ between, for example, Dubai and Sharjah or Riyadh and Jeddah |
| Urgent / emergency | "Same day", "24 hours", "near me now" style searches | Different schedule, higher bids and call-focused assets |
| Arabic-language searches | Arabic keywords and Arabic ad text pointing to an Arabic landing page | Arabic and English searchers phrase things differently and need their own copy |
| Remarketing / Performance Max (optional) | Only after tracking is reliable | Automated campaigns optimise towards whatever you track, so bad tracking means bad optimisation |
Every ad group then gets its own negative keyword lists shared at account level, and ads written to match the keyword theme closely, which also supports a healthier Quality Score.
Conversion Tracking for Calls and WhatsApp
For most service businesses in the Gulf, the real conversion is not a form. It is a phone call or a WhatsApp message. If Google Ads cannot see those, its bidding works blind. A typical tracking setup includes:
- Calls from ads: call assets on the ads, with a minimum call duration you choose so that very short calls don't count as leads.
- Calls from the website: clicks on the phone number tracked as a conversion. Google's call reporting and forwarding features are only available in certain countries, so we check what your account supports before relying on them.
- WhatsApp clicks: every WhatsApp button and link tagged (usually via Google Tag Manager) and sent to Google Ads as its own conversion action, separate from calls.
- Primary vs secondary actions: only actions that represent a real enquiry are set as primary, so automated bidding optimises for them and not for page views.
- Lead quality loop: where practical, the team marks which calls and chats became real jobs, and those results feed back into Google Ads through conversion uploads.
Google documents the call conversion types in its Help Center article on tracking calls. For a step-by-step walkthrough of our own method, read tracking calls and WhatsApp as conversions.
Our Weekly Optimisation Routine
Daily changes based on two days of data usually do more harm than good, especially with smaller local budgets. We work to a fixed weekly rhythm and review the bigger picture monthly:
- Check tracking health. Did calls and WhatsApp conversions record normally? A sudden drop to zero is usually a broken tag, not a broken campaign.
- Read the search terms report. Add irrelevant queries as negatives and promising new queries as keywords.
- Compare cost per conversion by campaign and city. Move budget towards the areas and services that produce enquiries at an acceptable cost.
- Review ads and assets. Pause weak headlines only once they have meaningful data, and test one new angle (speed, warranty, coverage area) at a time.
- Check the schedule and devices. If calls arrive when nobody answers, adjust ad hours or the call-handling plan.
- Talk to the business. A short note from the owner or front desk about lead quality often explains more than any report.
What Affects the Cost of Google Ads for Your Business
We don't publish fixed ad budgets because the right figure depends on factors only your market can answer. The main ones:
- Competition in your service and city: busy categories in Dubai or Riyadh usually cost more per click than niche services.
- Search volume: a small service area with few searches limits how much you can usefully spend.
- Landing page and Quality Score: relevant ads and pages can lower what you pay per click.
- Conversion rate and lead value: what matters is cost per real enquiry against the value of one job.
- Languages and coverage: running Arabic and English campaigns, or several cities, needs more budget to gather data in each.
- Management scope: setup, tracking, landing pages and reporting all affect the total cost of the work.

More Google Ads Questions From Business Owners
Should calls and WhatsApp be tracked as separate conversions?
Yes. Keeping them separate shows which channel your customers prefer per campaign and city, and lets you weigh them differently if one tends to produce better jobs.
Do I need separate campaigns for each city?
Not always, but if costs, demand or service areas differ between cities, separate campaigns make budgets and reporting much clearer. Small budgets sometimes start with one campaign and split later.
Can you take over an existing Google Ads account?
Yes. We usually begin by reviewing tracking, structure and search terms in the existing account, then propose changes, rather than deleting its history and starting again.
How quickly will I see enquiries after launch?
Ads can show as soon as they are approved, but the account needs time and data to learn which searches convert. We don't promise a timeline because it depends on budget, competition and tracking quality.
Is Performance Max a good idea for a local service business?
It can work once conversion tracking is reliable and you have enough conversion data. Without that, a well-structured search campaign is usually easier to control and to read.
