Quick answer

To track calls and WhatsApp leads properly, first list every contact action (calls from ads, taps on your website phone number, WhatsApp button clicks, form submissions), then decide which ones Google Ads should bid on. Use Google Tag Manager to capture tel: and WhatsApp link clicks, send them to GA4 as key events, and import or create matching conversion actions in Google Ads, with one source per action and the right primary or secondary setting. In the UAE and Saudi Arabia, Google forwarding numbers are not available, so rely on click-based signals plus imported qualified leads. Test everything on a real phone before trusting the numbers.

Start with a measurement plan, not with tags

Most broken tracking we see in service businesses was not broken by a bad tag. It was broken because nobody wrote down what should be counted. Before opening Google Tag Manager, list every way a customer can contact you after seeing an ad or visiting the site, then decide which of those actions represents real business intent. For a moving company, an AC maintenance firm or a clinic in Dubai or Riyadh, the list is usually short: a call from the ad itself, a tap on the phone number on the website, a tap on the WhatsApp button, and a submitted form.

Write that list as a simple table with four columns: the action, where it happens, which tool records it and whether Google Ads should bid on it. This one page becomes the reference for whoever sets up or audits the account later, and it is exactly what our conversion tracking setup service starts from.

The Gulf detail many guides skip: forwarding numbers

Google Ads can count a phone call itself (with its duration) only when it uses a Google forwarding number. According to the Google forwarding number help page, these numbers are available in a list of around 30 countries, and at the time of writing neither the United Arab Emirates nor Saudi Arabia is on it. That changes the setup for advertisers in the region.

The phone call conversion tracking documentation lists five approaches: calls from ads, calls to a number on your website, clicks on a number on your mobile website, clicks on call ads and assets, and imported call conversions. Without forwarding numbers, the first two cannot record real call duration. In practice, a UAE or Saudi business relies on clicks on call ads and assets, tap-to-call clicks on the site, and, for the most accurate picture, importing qualified calls from its own records. A click is not a conversation, so treat these numbers as intent signals and check them against what reception actually received.

Who does what: Google Ads, GA4 and Tag Manager

Three tools are involved, and confusion between them causes most double counting.

  • Google Tag Manager is the delivery system. It listens for clicks on tel: links, clicks on WhatsApp links (usually containing wa.me or api.whatsapp.com) and form submissions, then fires tags.
  • GA4 records events across all traffic sources. In GA4, an important event is marked as a key event; Google explains the difference in conversions vs. key events.
  • Google Ads uses conversion actions for reporting and bidding. A conversion can come from its own tag or from a GA4 key event imported through a linked account.
  • One source per action. Decide whether a WhatsApp click is counted by the Google Ads tag or by the imported GA4 key event, and set the other one as secondary or do not create it at all.

Step-by-step setup for calls, WhatsApp and forms

  1. Clean the website first. Every phone number should be a real tel: link and every WhatsApp button a real link, not an image with a script that tracking cannot see. Our website build process treats this as a launch requirement.
  2. Install the Google tag and GTM once. Check that the container loads on every page, including landing pages built on separate tools.
  3. Create click triggers. One trigger for links starting with tel:, one for WhatsApp links. Name the resulting events clearly, for example call_click and whatsapp_click, and include the page path as a parameter so you can see which page produced the contact.
  4. Handle forms with a reliable signal. Use a thank-you page or a confirmed success message, not the click on the submit button, which also fires when validation fails.
  5. Mark key events in GA4 for the actions in your plan, and link GA4 with Google Ads.
  6. Create or import the conversion actions in Google Ads. For lead actions, count one conversion per click rather than every repeated tap from the same visitor.
  7. Set primary and secondary deliberately (next section), then add values if different actions are worth different amounts.
  8. Add a conversion action for clicks on call ads and assets so calls started from the results page are counted alongside website actions.

Primary vs secondary conversions and values

Google's help page on primary and secondary conversion actions explains the difference: primary actions appear in the Conversions column and are used for bidding when their goal is used for bidding, while secondary actions appear only in All conversions and are for observation, except when they are part of a custom goal. It also notes that conversions created from Google Analytics events are secondary by default and can be switched to primary only in Google Ads. That default surprises many advertisers whose campaigns then seem to "ignore" WhatsApp leads.

Values help when actions differ in quality. A hypothetical AC service company could give a form 100, a WhatsApp click 60 and a tap-to-call click 60, based on how often each became a paid job last quarter. The absolute numbers matter less than the ratio, and they should be revisited when real sales data is available. If you plan budgets around cost per lead, our guide on what Google Ads costs in the UAE explains how measured conversions feed into those decisions.

Avoid changing everything at once

Google notes that Smart Bidding has a learning period of roughly 7 to 14 days after significant changes. Switching several conversion actions from secondary to primary in one day can disturb bidding. Make one change, note the date, and review after the learning period.

A QA test plan before you trust the numbers

Run this test after setup and after every website change. It takes about half an hour and saves weeks of bidding on bad data.

  • Open each key landing page on a real phone in GTM Preview mode and tap call, WhatsApp and submit; confirm exactly one event fires for each.
  • Check GA4 DebugView shows the events with the right names and page path.
  • Submit an invalid form and confirm nothing is counted.
  • Next day, confirm the test actions appear in Google Ads under the right conversion action and column.
  • Compare one week of tracked WhatsApp clicks and calls with what reception actually received; a large gap means a leak or double counting.
  • Record the date of every tracking change in a shared log so later performance shifts can be explained.

Tracking WhatsApp leads beyond the click

A WhatsApp click shows intent, not a qualified lead. The next level is to record in your CRM or a simple sheet which conversations became bookings, then import those as offline conversions so Google Ads learns from real outcomes. Google covers this route in its guide to importing call conversions and related offline import options. Start small: even a weekly manual import of booked jobs is more informative than optimising only on clicks.

How we work at ZED on call and WhatsApp measurement

At ZED Marketing, our stated goal is generating real phone calls and WhatsApp enquiries, so measurement is part of every project rather than an add-on. Our method has five steps: read how customers search, map the site structure, write each page for one intent ending in one clear step, connect each ad group to the page that matches its intent instead of the homepage, and measure calls, WhatsApp and forms through conversion tracking so changes follow recorded data rather than impressions. That last step is where our Google Ads management and GA4 setup meet.

In urgent-demand sectors such as moving and AC services, customers decide within minutes or hours, so one-tap contact and clean click tracking matter most; you can read how we approach that in our moving companies sector reading and the AC services sector reading. Clinics decide more slowly and benefit more from connecting enquiries to actual bookings; our clinic website checklist covers the site side of that. If you prefer to talk it through, use the contact page or WhatsApp.

Frequently asked questions

How do I track WhatsApp clicks as conversions in Google Ads?

Make sure the WhatsApp button is a real link, then create a Google Tag Manager trigger for clicks on links containing wa.me or api.whatsapp.com. Send that as a GA4 event and mark it as a key event, or fire a Google Ads conversion tag directly. Use only one of these as the primary conversion, and test it on a real phone before relying on it.

Can Google Ads track call duration in the UAE or Saudi Arabia?

Duration-based call tracking relies on Google forwarding numbers, and Google's published list of supported countries does not currently include the UAE or Saudi Arabia. Advertisers there usually count clicks on call ads and assets and tap-to-call clicks on the website, and import qualified calls from their own records when they want a more accurate picture. Check the help page, as the list can change.

Why does Google Ads show fewer conversions than GA4?

The two tools count differently. Google Ads attributes conversions to ad clicks, while GA4 records events from all traffic sources and uses its own attribution settings. Also, actions imported from GA4 into Google Ads are secondary by default, so they appear in All conversions, not in the Conversions column. Compare like with like before concluding something is broken.

Should WhatsApp clicks be primary or secondary conversions?

If WhatsApp is a main way customers contact you, a WhatsApp click is usually worth bidding on, so primary makes sense. Once you can import booked jobs or qualified leads from your records, you may switch the raw clicks to secondary and let bidding learn from the higher-quality signal. Change one thing at a time and allow the learning period.

How do I know if my conversion tracking is broken?

Warning signs include zero conversions while enquiries are clearly arriving, a sudden doubling of conversions, an inactive tag status, or form conversions far above real submissions. Run a test: tap each contact button on a real phone in Tag Manager preview, check GA4 DebugView, and confirm the action appears in Google Ads the next day.

Do I need Google Tag Manager for conversion tracking?

Not strictly; you can install the Google tag and conversion snippets directly. Tag Manager makes it easier to add click triggers for phone and WhatsApp links, change tracking without editing site code, and keep everything in one place. For most service businesses with several contact routes, it saves time and reduces mistakes.

What conversion value should I assign to a call or WhatsApp lead?

Base it on your own data: what share of each action became paying work and what that work is typically worth. If you lack data, start with equal values for all lead actions and adjust once you have a few months of records. Values only need to reflect the relative worth of actions, not exact revenue.
