Quick answer

Offline conversion import means sending Google Ads the outcome of a lead after the click, such as qualified or won, so reporting and bidding can learn from lead quality instead of form fills. The basic requirement is to capture the Google Click ID (GCLID) when the visitor arrives, store it with the lead in your sheet or CRM, and return it with the conversion name and time when the outcome happens. Google recommends enhanced conversions for leads as an easier starting point. Handle personal data lawfully and expect interface changes.

The problem: Google can only optimise what it can see

For most service businesses, the conversion that Google Ads sees is a form submission, a call over a certain length or a tap on a WhatsApp button. Those are the beginning of a sales process, not the end. A form submission from someone asking for a free price comparison looks the same as a form from a family ready to book. If bidding learns from both equally, it may push your budget toward the cheapest form fills, which are not always the customers you want.

Offline conversion import closes that gap. Google Ads Help describes it as a way to measure what happens offline after an ad click or call, for example a sale at your office or a phone sale. You store the click identifier with the lead, then send it back with the conversion type and time when the offline event occurs. You do not have to automate everything on day one. A weekly spreadsheet upload by a trained team member is a valid starting point.

What you need before you start

  • Auto-tagging on, so every ad click carries a GCLID.
  • A way to capture it, usually a hidden field on your form that records the GCLID from the page address, or your site storing it in a cookie or server record.
  • A lead record, in a CRM or a disciplined sheet, with a unique lead ID, the GCLID, the date and the status.
  • Agreed stage definitions, so that qualified and won mean the same thing for everyone.
  • A conversion action in Google Ads for each stage you will report.
  • A lawful basis and a privacy notice, because you are linking click data to a person's enquiry.

If your phone and WhatsApp conversions are not tracked yet, start with tracking calls and WhatsApp conversions and the lead tracking spreadsheet before you add this layer.

Choose the stages to report

More stages are not always better. Each one needs enough volume to be useful and a definition your team applies consistently.

StageWhat it meansTypical volumeUse it forRisk
Lead receivedForm, call or WhatsApp message arrivesHighestEarly signal and quick feedbackIncludes poor-fit enquiries
Qualified leadPasses your qualification questions (budget, area, timeline)MediumOften the best stage to learn from for small accountsInconsistent scoring across staff
Quotation sentA real quote is issuedMedium to lowChecking sales follow-upNot every quote is a good lead
Won job or contractCustomer pays or signsLowestTrue business value and reportingToo few conversions to guide bidding in small accounts

Google does not publish one volume rule that fits every account, so check the current guidance for the bidding strategy you use. A cautious approach is to report all stages for visibility but bid toward the deepest stage that still gives a steady number of conversions each month. Our article on bidding strategies for service businesses and the cost per qualified call worked example explain how a target is set.

A hypothetical comparison: the cheapest lead is not the best lead

The numbers below are invented to show why this matters. They are not ZED results or benchmarks. Imagine one month of spend across three campaigns for a home services company.

CampaignSpendLeadsCost per leadQualifiedCost per qualifiedWonCost per won
A: broad service termsAED 10,000100AED 10010AED 1,0003AED 3,333
B: specific service + placeAED 9,00060AED 15024AED 3756AED 1,500
C: price and cheap termsAED 6,00040AED 1504AED 1,5000No won jobs

Without stage data, campaign A looks best because it has the lowest cost per lead at AED 100. With qualified and won data, campaign B is clearly stronger: its cost per qualified lead is AED 375 against AED 1,000, and it produced six won jobs. Campaign C generated no won jobs at all. If bidding and budget decisions followed cost per lead, money would drift toward A and C. Reporting qualified leads and won jobs allows you to shift the budget and to add negative keywords for the price-led terms in C.

The WhatsApp gap, and a workaround to discuss with your developer

Phone calls from ads can be tracked with call assets and call conversion options. WhatsApp is harder, because the conversation happens inside the app and the click identifier does not travel with it. If you rely on WhatsApp, a practical pattern is the following. It is a design idea to implement and test with a developer, not a built-in feature.

  1. When a visitor lands from an ad, your site records the GCLID in your own system and creates a short reference code.
  2. The WhatsApp button pre-fills the first message with a line that includes the reference code, such as a short alphanumeric ID.
  3. When your team receives the message, they or your CRM match the code to the stored GCLID.
  4. As the lead moves to qualified or won, you record the stage against the same ID and upload it later.

Tell customers what the code is for, keep it short, and do not put personal data in it. If a customer deletes the code or contacts you from another device, you will lose the link for that lead; that is acceptable when most leads still match. Our notes on WhatsApp Business labels and pipelines and forms versus WhatsApp capture show how to keep the conversation organised.

A simple upload sheet

Download the current import template from your Google Ads account and follow its exact column names, because formats and requirements change. In your own master sheet, keep these columns so the upload file can be produced in a minute.

  • Lead ID from your system.
  • GCLID captured at the visit.
  • First contact date and time.
  • Source details, including campaign name if known.
  • Stage reached and the date and time it was reached, with the time zone stated consistently.
  • Value, if you report one, as a number with the currency you use in Google Ads.
  • Uploaded? A yes or no column so nothing is sent twice.

Be careful with the value column. Only report values you can defend, and remember that a rough but consistent value is usually more useful than a precise number that changes with each salesperson's mood.

Enhanced conversions for leads, and where the technology is heading

Google Ads Help describes enhanced conversions for leads as an upgraded form of offline conversion import that adds user-provided data, such as an email address, to the click identifier to improve matching. The page recommends starting with it, says it is easier to set up, and cites a median increase in conversions of 10% for advertisers who used first-party data with GCLIDs compared with standard imports. Treat that as Google's statement, not as a promise for your account.

The help page also says that offline conversion imports and enhanced conversions for leads uploads are being migrated to the Data Manager API, and that settings for enhanced conversions are being combined. Menus and technical routes change often. Check the current instructions in your account before you build an automation, and ask whoever maintains your website or CRM which route they support.

Privacy and consent

You are connecting an ad click to a real person's enquiry. Data protection laws such as the UAE personal data protection law and the Saudi personal data protection law may apply to this processing, along with Google's own policies for customer data. We are not lawyers, so have a qualified adviser confirm your notices, consent wording and what you may upload. As a general habit, collect only what you need, tell people what you do with it and keep access to the sheet limited.

A weekly routine that keeps it alive

  1. Every day, staff update lead status when they speak to the customer.
  2. Once a week, someone exports newly qualified and won leads with their GCLIDs.
  3. Upload promptly. Google limits how long after a click a conversion can be imported, so check the current limit in Help.
  4. Check the conversion report for errors and for the match rate over time.
  5. Review campaigns by cost per qualified lead and per won job, then adjust budgets, keywords and negatives.
  6. Once a month, check that stage definitions are still applied the same way.

This pairs naturally with the practices in our call quality scoring article, and a dashboard such as the one in the Looker Studio lead dashboard guide makes the monthly review faster.

How we work at ZED

Our conversion and performance tracking service sets up call, form and WhatsApp measurement, and our Google Ads management uses lead quality in monthly reviews. We do not publish a case study on offline conversion import, and we cannot promise that it will lower your cost per customer. We can tell you quickly whether your lead flow is ready for it.

Checklist before you start

  • Auto-tagging is on and tested with a sample click.
  • The GCLID is stored with each lead from forms and the website, and the reference code works for WhatsApp.
  • Stage definitions are written down and shared with everyone who talks to leads.
  • A conversion action exists in Google Ads for each stage you will upload.
  • You have downloaded the current template or confirmed the integration route.
  • Privacy notices and permissions have been reviewed by a qualified adviser.
  • One person owns the weekly upload and the error check.

Frequently asked questions

What is a GCLID?

It is the Google Click ID that Google Ads assigns to each ad click when auto-tagging is on. You store it with the lead so that you can send back the outcome later and have Google Ads connect it to the original click.

Do I need a CRM?

Not to start. A well-kept sheet with a lead ID, GCLID, status and dates is enough for weekly uploads. A CRM becomes useful as volume grows and when you want automation.

Can I do this if my leads come through WhatsApp?

Partly. The click identifier does not travel inside WhatsApp, so you need a way to link the conversation to the visit, such as a short reference code stored with the GCLID on your side. Ask your developer to design and test it.

Which stage should Google Ads optimise toward?

Choose the deepest stage that still gives enough conversions each month for the system to learn. For many small accounts that is the qualified lead, with won jobs reported for analysis. Check Google's current guidance for your bidding strategy.

Is enhanced conversions for leads better than offline import?

Google's help page recommends starting with enhanced conversions for leads because it is easier to set up and adds first-party data to improve matching. Which route fits you depends on your website, CRM and consent setup.

Will this reduce my cost per customer?

It can improve decisions by showing which campaigns bring qualified customers, but we cannot promise a reduction. Results depend on your offer, sales process and volume.

Is it legal to upload lead data?

It depends on your notices, consent, the data you upload and the laws that apply to you. This is not legal advice; confirm the setup with a qualified adviser and follow Google's customer data policies.
