Click-to-WhatsApp ads are Facebook and Instagram ads that open a chat with your business instead of a form or website. They suit service businesses whose customers like to ask a question and get a quote on WhatsApp. To run them you need a Meta ad account and a Facebook Page linked to a WhatsApp number. The ad is only half the system: the first message, reply speed, a lead sheet that records outcomes and clear measurement decide whether chats turn into booked jobs.
In the Gulf, WhatsApp is the everyday way to contact a business, so ads that land directly in a chat appeal to cleaning companies, movers, AC technicians and clinics. But a chat is not a conversion until someone books. This guide explains how Meta's click-to-WhatsApp format works, how to design the conversation that follows, and how to judge the results without fooling yourself.
If you want a broader view of WhatsApp as a channel, read our guide to WhatsApp marketing for business. If your main issue is counting calls and chats from every source, see conversion tracking for calls and WhatsApp. This article stays focused on the ad format and the conversation behind it.
How the format works
WhatsApp's business site describes these ads as Facebook or Instagram ads that open a WhatsApp chat with your business when someone taps them. In Ads Manager you create a campaign, choose an objective, then select Messaging apps and WhatsApp as the conversion location, set dates and budget, define the audience, pick the format and write the ad and your automated replies. The page suggests running an ad for at least seven days. See Create ads that click to WhatsApp.
Meta's developer documentation adds technical detail. It lists a Meta ad account, ad assets, and a Facebook Page with a WhatsApp number linked as prerequisites, and describes objectives such as Engagement, Leads, Sales and Traffic, several of which can optimise for conversations. See Click to WhatsApp, Marketing API documentation. Interfaces change often, so use these sources as the check against any screen you see.
Which objective for which business
| Objective | When to consider it | Watch out for |
|---|---|---|
| Engagement | You want conversations and may want a call prompt | Can attract chatters; qualify fast |
| Leads | You want enquiries and plan to qualify in chat | Define what counts as a lead before launching |
| Sales | You have a clear purchase flow and can send purchase events back | Needs strong measurement; not for most first tests |
| Traffic | You want people to visit a page first, with WhatsApp as an option | Adds a step; compare with direct chat |
For a first test, most service businesses choose between Leads and Engagement with conversations as the result, then review quality weekly. Do not choose by the cheapest conversation; a cheap chat from the wrong person costs time.
Design the first message before the ad
The documentation describes several ways to shape the opening: a custom greeting instead of the default "Hello! Can I get more info on this?", an autofill message that pre-fills what the customer sends, ice breakers that show suggested prompts, and buttons such as Call Now or View Website. Use them to filter and to start the conversation in the right place.
| Element | Weak version | Better version for a service business |
|---|---|---|
| Pre-filled message | Hello | I want a quote for deep cleaning, 2-bedroom apartment |
| Ice breaker | More info | Get a quote, Check availability this week, Ask about areas we cover |
| Welcome reply | Thanks for contacting us | Hi, this is Sara from the team. Which area are you in, and when do you need us? |
| Hours | Not mentioned | We reply within working hours, 8 am to 8 pm |
The sample hours and name above are placeholders; use your real ones, and never promise a reply time you cannot keep.
A four-question qualifying script
- Service and size. What do you need, and how big is the property or job?
- Location. Which community or city? This avoids wasted visits.
- Timing. When do you need it, and is that fixed?
- Next step. Offer two options, such as a quick call or a photo estimate, and confirm the day.
More questions than that and people drop out. Everything else can be asked after the first answer.

Understand the free reply windows
Meta's pricing documentation explains two windows. A user's message opens a 24-hour customer service window; messages from users are not charged. For click-to-WhatsApp ads, if you reply within those 24 hours, your reply is free and opens a 72-hour free entry point window during which you can send any message type at no charge. This applies when the user contacts you through the mobile app. Since July 1, 2025, Meta charges per message for messages outside free windows, and marketing templates are always charged. Read the current WhatsApp pricing documentation before planning follow-up campaigns. The practical lesson is simple: reply fast, and do your sales follow-up inside the free window.
Measurement: from conversation to booked job
| Level | Metric | Where to see it |
|---|---|---|
| 1 | Conversations started | Meta Ads Manager |
| 2 | Answered within your target time | Your lead sheet or CRM |
| 3 | Qualified (right area, right budget, real need) | Lead sheet, marked by the person who replied |
| 4 | Booked | Calendar or CRM |
| 5 | Completed and paid | Invoice records |
Ads Manager can report conversations, but it cannot know what happened inside the chat unless you tell it. Meta documents a Conversions API for Business Messaging that lets a Business Messaging Partner send in-chat events, such as a qualified lead or purchase, back to Meta using the ctwa_clid identifier created for each ad click; it notes that Meta does not deduplicate these events, so the sender must avoid duplicates. See Conversions API for Business Messaging. For most small teams, a disciplined lead sheet is the right first step, and our conversion tracking service covers the technical layer when you are ready.
When a chat beats a landing page, and when it does not
- Chat wins when the customer wants a price, an availability check or reassurance, and your team replies quickly.
- A landing page wins when the customer needs proof, photos, packages or a long explanation first. Read our guide to landing pages for ads.
- Test both on the same offer. Count booked jobs, not clicks.
- For regulated services such as clinics, keep claims modest and collect only the minimum information in chat.
A hypothetical week-by-week test
All figures are invented for illustration and are not benchmarks. A moving company spends AED 4,000 over two weeks on one click-to-WhatsApp campaign and one ad that sends people to a quote page. The chat ad starts 70 conversations; 49 get a reply within an hour; 21 are qualified; 8 are booked. The page ad produces 25 form leads; 20 are reached; 9 are qualified; 4 are booked. If each campaign cost AED 2,000, cost per booking would be AED 250 for chat and AED 500 for the page. The owner would still check the average job value, cancellations and no-shows before deciding. The lesson is to compare on booked jobs, not on the first number Ads Manager shows.
Common mistakes
- Slow replies. The ad pays for the chat; your team earns the booking.
- No owner. If three people can reply, nobody does. Assign shifts.
- Judging by cost per conversation. It ignores quality.
- Skipping the lead sheet. You cannot improve what you do not record.
- Sending bulk promotions to old chats. Respect opt-in and WhatsApp's rules.
- Editing the ad daily. Give each version time to collect enough chats.
Pre-launch checklist
- Facebook Page linked to the right WhatsApp number, with the business name and hours filled in
- A shared inbox or an agreed rota so every chat has an owner
- A custom greeting and pre-filled message that name the service
- A lead sheet with source, time, status, outcome and value columns
- A rule for photos, quotes and prices so replies are consistent
- Permission, consent and privacy handled for any personal data you collect
How we work at ZED
ZED Marketing treats ads as one part of a system: the right page, a clear message and accurate tracking, so that budget is not wasted on low-value clicks. Our tracking work focuses on calls and verified WhatsApp actions, and we judge campaigns by calls, WhatsApp messages, inquiries and bookings. For click-to-WhatsApp ads that means designing the ad, the first message and the lead record together, alongside the rest of your social media and Google Ads activity. Our moving companies case study shows how we approach a service business end to end.
Click-to-WhatsApp ads FAQs
What are click-to-WhatsApp ads?
They are Facebook or Instagram ads that open a WhatsApp chat with your business when someone taps them. WhatsApp's business site describes them this way and explains that you create them in Meta Ads Manager by choosing Messaging apps and then WhatsApp under the conversion location.
What do I need before I can run click-to-WhatsApp ads?
Meta's developer documentation lists a Meta ad account, ad creative, and a Facebook Page with a WhatsApp number linked. The person setting up ads also needs the right role on the Page. Check the current requirements in Ads Manager, because screens and permissions are updated.
Are WhatsApp conversations from ads free?
Meta's pricing documentation says messages from users are not charged, and that replying within 24 hours of a click-to-WhatsApp ad enquiry opens a 72-hour free entry point window in which you can send any message type free of charge. This applies when the user messages through the mobile app. Marketing template messages are always charged, so read the current pricing page before you plan follow-ups.
Is a click-to-WhatsApp ad better than a lead form?
It depends on the service and the customer. A chat suits people who want to ask a question and get a quote, which fits many Gulf service businesses. A form suits businesses that need structured details before they reply. Many accounts test both with the same offer and compare booked jobs.
How do I measure results from WhatsApp ads?
Ads Manager can report conversations started, but that is only the first step. Record each chat in a lead sheet or CRM, mark whether it was answered, qualified, booked and sold, and compare the cost per booked job. If you use a messaging partner, Meta's Conversions API for Business Messaging can send in-chat events back using the ctwa_clid identifier, but it is set up through the partner rather than in Ads Manager alone.
How quickly should I reply to a WhatsApp enquiry from an ad?
As quickly as your service allows. Meta's 24-hour customer service window and 72-hour free entry window make fast replies cheaper to manage,. Set a maximum reply time during working hours, and use a greeting that tells people when to expect an answer.
Can I use click-to-WhatsApp ads for clinics?
Possibly, but healthcare ads face strict Meta policies and local licensing rules in the UAE and Saudi Arabia. Avoid medical promises, ask only for the minimum information in chat and read Meta's current advertising standards and your health authority's advertising rules before launching.
Can I automate the conversation?
Meta documents greeting messages, ice breakers and call-to-action buttons for click-to-WhatsApp ads, and WhatsApp's business tools let you set automated replies. Use automation to ask one or two qualifying questions, but make sure a human takes over quickly.
