Quick answer

Meta ads in the UAE have no fixed price. You set a budget, and every impression is won in an auction where Meta weighs your bid, how likely people are to act, and ad quality. Most service businesses pay per 1,000 impressions (CPM), so cost per lead equals CPM divided by 1,000 × click-through rate × conversion rate. Audience size, Ramadan and Q4 competition, and creative quality move that number most.

Business owners in Dubai and Abu Dhabi usually ask the same thing: "How much should I put into Facebook and Instagram ads?" The honest answer is that the platform will happily take any amount. What you really need to know is what a lead costs, what a booked job costs, and which levers lower both. This guide explains the mechanics behind Meta pricing, the UAE-specific factors that push costs up or down, and a small calculator you can run with your own numbers.

If you are comparing channels, read this alongside our breakdown of how Google Ads pricing works in the UAE. Google charges mostly per click on people who are already searching; Meta charges mostly per impression on people who are scrolling. That single difference changes how you plan a budget. And if you are trying to price a full agency retainer rather than ad spend, our guide to social media management fees in Dubai covers the scope side.

How the Meta auction sets your price

Every time someone opens Facebook or Instagram, Meta runs an auction for the ad slots in front of that person. According to Meta's own explanation of its ad auction, the winner is not simply the highest bidder. Meta calculates a "total value" from three inputs:

  • Your bid – set manually or, more often, by an automatic strategy such as highest volume.
  • Estimated action rate – Meta's prediction of how likely this person is to take the action you optimise for (a lead form, a message, a landing-page view).
  • Ad quality – signals such as people hiding the ad, or low-quality traits like engagement bait and withheld information.

The practical consequence: an ad that people respond to can beat a higher bid and pay less for the same audience. Creative and offer are not "nice to have" on Meta; they are part of the price.

What you are actually billed for

Depending on the objective, Meta may charge you per 1,000 impressions (CPM), per link click (CPC) on some traffic objectives, or per ThruPlay for video. For lead and message campaigns, you are typically charged by impressions, and "cost per lead" is just a result: total spend divided by leads. Nobody at Meta sells you a lead for a fixed price, which is why two accounts targeting the same city can see very different results.

Budgets are averages, not hard caps

A daily budget is an average. On days when Meta sees more opportunity it can spend above the daily figure, while keeping a week's spend within roughly seven times the daily amount. Plan your cash flow on a weekly view, not a daily one.

The five metrics that decide your cost per lead

Business owners often fixate on CPM or CPC because those numbers appear first in Ads Manager. They matter, but only as links in a chain. Here is the chain for a typical service business running lead forms or click-to-WhatsApp ads:

MetricWhat it meansWhat usually moves it
CPMCost per 1,000 impressionsAudience size and competition, placement, season, ad quality
CTR (link)Share of impressions that become clicks or tapsHook in the first second, offer clarity, relevance to the audience
CPCCPM ÷ (1,000 × CTR)Falls automatically when CTR rises
Lead conversion rateShare of clicks that become a form or chatForm length, WhatsApp greeting, landing page speed and trust
Qualified rateShare of leads that are real, reachable and in your areaForm questions, targeting by location, response speed

The formula that ties them together is: cost per lead = CPM ÷ (1,000 × CTR × conversion rate). Improve any one term and the lead cost falls. Most of the cheap wins sit in CTR and conversion rate, not in fighting over CPM.

What drives Meta ad costs specifically in the UAE

A small, competitive, high-value audience

The UAE has a relatively compact population with high purchasing power, and many brands want the same people: residents of Dubai Marina, JLT, Downtown or Al Reem who own homes, cars and pets. When you narrow targeting to a few neighbourhoods and an income-style interest, you are bidding against real-estate developers, car dealers and luxury retailers for the same eyeballs. Broader audiences inside a sensible radius usually let Meta's delivery system find cheaper responders.

Seasonality: Q4 and Ramadan

Competition is not constant through the year. Superads, which aggregates anonymised spend from accounts on its platform, reported UAE median CPMs swinging from about US$9 to about US$24 between mid-2025 and mid-2026, with the high in November – the period of White Friday and year-end sales. Ramadan and the Eid holidays shift behaviour too: usage moves later into the evening and night, and retail and hospitality advertisers push hard. For a service business, the lesson is not "pause everything". It is: expect higher CPMs in peak retail weeks, keep creative ready, and judge success on cost per booked job rather than daily CPM.

Language and creative fit

A Dubai audience is multilingual. An English-only ad aimed at a broad audience competes for attention with Arabic, Hindi, Urdu, Tagalog and Russian content in the same feed. Matching language to the audience you actually serve tends to lift CTR, which lowers CPC and cost per lead without touching the bid.

Lead quality in a WhatsApp-first market

Click-to-WhatsApp ads often produce cheap conversations, but a "hi" with no follow-up is not a lead. Instant forms produce cheap submissions, but some contain wrong numbers. The cost that matters is per qualified lead, and that depends on how quickly your team replies. Our guide to using WhatsApp in your sales process covers greeting messages and response routines that protect lead quality.

Regulated sectors

Clinics, aesthetic centres, financial and real-estate businesses face extra review on Meta and local advertising rules. That can slow approvals and limit claims you can make, which affects both timing and creative. If you are in healthcare, our healthcare marketing work in Dubai starts with compliant messaging before any spend.

An illustrative cost-per-lead calculator

The figures below are assumed for illustration only. They are not benchmarks, not ZED results and not a promise. Replace them with your own numbers after a test.

Assume a Dubai home-services company spends AED 6,000 in a month on Instagram and Facebook lead ads. At an assumed CPM of AED 40, that buys 150,000 impressions. With a 1% link CTR, that is 1,500 clicks, an implied CPC of AED 4. If 8% of clicks submit the form, you get 120 leads – a cost per lead of AED 50. If 40% are qualified, that is 48 qualified leads; if your team books 30% of those, about 14 jobs, or roughly AED 417 of ad spend per booked job.

Scenario (assumed)CPM (AED)CTRConversionCost per lead (AED)
Baseline401.0%8%50
Stronger video hook401.5%8%≈33
Shorter form / better WhatsApp greeting401.0%12%≈42
Peak season CPM, same creative551.0%8%≈69

Two things stand out. First, creative and conversion improvements can offset a seasonal CPM increase completely. Second, the gap between cost per lead and cost per booked job is usually bigger than the gap between "cheap" and "expensive" CPMs. That is why tracking calls and WhatsApp chats back to each campaign matters more than any benchmark table.

Work backwards from what a customer is worth

Before setting any budget, write down three numbers: average job value, gross margin, and how many jobs a typical customer gives you per year. If a deep-cleaning customer is worth AED 600 in margin over a year, an ad cost of AED 417 per first job may be acceptable. If a one-off AC repair earns AED 150 in margin, the same cost is a loss. The right cost per lead is a business decision, not a platform number.

Planning a Meta budget for a service business

  1. Set a target cost per qualified lead. Derive it from job value and margin, as above, not from what a competitor says they pay.
  2. Size the test budget. For cost-per-result bidding, Meta's guidance is a daily budget of at least five times your cost-per-result goal. A target of AED 60 per lead suggests around AED 300 per day for that ad set.
  3. Allow for the learning phase. Meta describes delivery as unstable until an ad set gathers roughly 50 optimisation events in a week after its last significant edit (see About the learning phase). Fewer, better-funded ad sets learn faster than many tiny ones.
  4. Prepare three to five creatives. Short vertical videos from your real work usually outperform stock images. Our content video production exists for exactly this.
  5. Choose the conversion path. Instant form, click-to-WhatsApp or a fast landing page. Each has different lead quality; test one at a time.
  6. Connect tracking. Set up the pixel and Conversions API, and log lead status in a simple sheet or CRM so you can see booked jobs per campaign. See our conversion tracking setup.
  7. Review weekly, change slowly. Look at cost per qualified lead and frequency. Avoid daily edits that keep resetting learning.

Meta vs Google: which budget comes first?

For urgent services – a broken AC in August, a blocked drain, a same-day move – people search, so Google usually captures demand first. Meta shines where demand can be created: deep cleaning offers, aesthetic treatments, home makeovers, memberships and anything visual. Many UAE service companies run Google for intent and Meta for awareness and retargeting. We have worked with businesses in AC services and cleaning services, where this split is common. If search is your priority, see how we run Google Ads campaigns for service companies.

Mistakes that quietly inflate Meta costs

  • Targeting a tiny audience of a few thousand people, then wondering why frequency hits 6 and CPM doubles.
  • Running one image for three months. Creative fatigue shows up as falling CTR and rising cost per lead.
  • Optimising for link clicks or engagement when you want leads – Meta will find clickers, not buyers.
  • Instant forms with no qualifying question, producing names with no intent.
  • Replying to WhatsApp leads hours later. In a fast market, slow replies turn a paid lead into a competitor's customer.
  • Sending ad traffic to a slow homepage instead of a focused page. See our landing page guidance; the same principles apply to Meta traffic.
  • Judging an agency by CPM screenshots instead of booked jobs. Our checklist for choosing a marketing agency in the UAE or Saudi Arabia lists better questions.

A note on VAT and billing

Gulf News reported in 2019 that Meta (then Facebook) began charging 5% VAT to UAE advertisers whose "sold to" country is the UAE and who have not added a verified tax registration number, and that daily budgets exclude VAT. Billing details can change, so check the tax and business information section in your Meta payment settings and confirm the treatment with your accountant. We do not give tax advice.

How we work at ZED

ZED Marketing is a remote agency serving service businesses and clinics in the UAE, Saudi Arabia, Egypt and German-speaking markets. On Meta campaigns we start from your economics, not from a package: job value, margin, service area and how your team handles enquiries. We plan the test budget with you, set up tracking so calls and WhatsApp chats can be traced back to campaigns, produce or brief the creative, and report on qualified leads rather than reach. The ad account and payment method stay in your name. You can see how we approach social media marketing and paid social in more detail.

Frequently asked questions

How much do Meta ads cost per month in the UAE?

There is no fixed monthly price. You set the budget yourself, and Meta charges through an auction. The useful question is how many qualified leads a budget buys, which depends on your CPM, click-through rate and how well your form or WhatsApp flow converts. Start with a test budget large enough to produce a few dozen leads, then scale from your real cost per lead.

What is a normal cost per 1,000 impressions (CPM) in the UAE?

CPM changes month to month. One aggregator, Superads, reported UAE monthly median CPMs between roughly US$9 and US$24 across 2025–2026, peaking in November. Treat any benchmark as a rough backdrop; your own CPM depends on audience, placement, objective and creative.

Is there a Meta ads cost calculator I can trust?

A calculator is only as good as its inputs. The formula is simple: cost per lead = CPM ÷ (1,000 × click-through rate × lead conversion rate). Plug in your own numbers after a two- to four-week test rather than relying on generic averages.

Are Facebook ads cheaper than Google Ads in Dubai?

Clicks on Meta are often cheaper, but the comparison is misleading. Google catches people already searching for a service; Meta interrupts people who were not searching. Compare cost per qualified lead and cost per booked job, not cost per click.

Do Meta ads in the UAE include VAT?

Press reports from 2019 (Gulf News) said Meta began adding 5% VAT for UAE advertisers who have not added a verified tax registration number, and that daily budgets exclude VAT. Check the tax section of your Meta billing settings and confirm the treatment with your accountant.

Why did my Meta ad cost go up suddenly?

Common causes are seasonal competition (Q4 sales events, Ramadan and Eid), creative fatigue as frequency rises, an audience that is too narrow, or a major edit that restarted the learning phase. Check frequency and CTR first before raising budget.

What daily budget should a small UAE business start with?

Work backwards from your target cost per lead. Meta's guidance for cost-per-result bidding is a daily budget of at least five times that goal, so if you want leads around AED 60, a daily budget around AED 300 for that ad set gives the system room to learn.
