On 31 October 2026, the sign-up eligibility page for Google Local Services Ads let us choose from eleven countries, and the United Arab Emirates and Saudi Arabia were not among them. Google's help pages do not publish a plain list of supported countries, so this is evidence, not proof. Before you pay anyone for a "Google Guaranteed" setup in the Gulf, check eligibility yourself, ask for a screenshot of a live account in your country, and in the meantime build the lead engine that already works there: Search campaigns with call and WhatsApp tracking, a service-area Business Profile and reviews.
What Google's own pages show
Search for "Google Local Services Ads Dubai" and you will find agency pages that describe the product as live or "rolling out" in the UAE. Some of them may be right. But a service-firm owner is about to spend money on the strength of that claim, so it is worth separating what Google itself says from what resellers say.
| Source we read | What it says | What it does not say |
|---|---|---|
| Local Services Ads sign-up, eligibility step | Asks where your organisation is located and offers eleven countries: Austria, Belgium, Canada, France, Germany, Ireland, Italy, Spain, Switzerland, the United Kingdom and the United States | It does not mention the UAE or Saudi Arabia, and it does not explain how the list is maintained |
| Local Services Help, "Getting started with Local Services Ads" | Country selector with the same kind of list; tells you to check your business eligibility to see whether the ads are available in your area | No explicit statement of availability by country, and no instruction for businesses outside the list |
| Local Services Help, "Local Services Ads overview" | Ads show a preview of your business profile; you only pay when a customer gets in touch from the ad; calls go to a tracking number and are forwarded to your phone; a Google Verified badge exists | No fee amounts, and no details of screening requirements on that page |
The practical reading is cautious. Nothing we could find from Google says the product is open to businesses in the UAE or Saudi Arabia, and the sign-up flow itself does not offer them. That could change at any time, and Google may test the product in additional places without announcing it. A third-party article on an agency website said LSA is available in parts of Dubai and some categories, but it is written by a lead-generation agency, uses its own cost estimates, and gave us no Google documentation to check. We treat it as unverified.
Why this matters for a Gulf service company
The danger is not that you will try LSA and fail. It is that someone sells you a setup fee, a "Google Guaranteed" promise or a dashboard for a product that cannot run for your business, while the budget that could have gone into working campaigns is spent elsewhere. A related risk is confusion between three different things that sound alike: Local Services Ads (a separate Google product with its own sign-up), ordinary Search ads with location targeting, and a Business Profile that appears in Maps. Only the last two are open to you today, and they can deliver much of what owners expect from LSA, which is a phone call or message from someone nearby.
A ten-minute eligibility check you can do yourself
- Open the sign-up flow from Google's Local Services Ads page while signed in with the Google account you use for your business.
- Look at the country list at the eligibility step. If your country is not offered, you cannot register through that flow.
- Note the date and take a screenshot. Availability can change, and a dated record protects you when someone later claims otherwise.
- Check the Local Services Help pages for a country selector and any update notes. Remember that a selector is not a statement of availability.
- Ask Google Ads support or your Google representative, if you have one, in writing: "Are Local Services Ads available for my business category in my city?" Keep the reply.
- Repeat the check each quarter if LSA matters to you, so that a launch does not catch you unprepared.
If your account is not eligible, stop there. If it is, read the category, screening and verification requirements carefully before committing any budget, because the product works differently from Search ads: you pay when a customer contacts you through the ad, not for every click.
What to do in each situation
| What you find | What to do next | What to avoid |
|---|---|---|
| Your country is not on the eligibility list | Run Search campaigns with call assets and WhatsApp tracking, and improve your Business Profile | Paying a setup fee for LSA or a "Google Guaranteed" badge |
| Your country is listed but your category is not | Same as above; recheck every quarter | Choosing a loosely related category just to get in |
| Both your country and category are listed | Read the verification rules, prepare documents, and test with a small budget next to Search ads | Switching off Search campaigns that already produce booked jobs |
| An agency claims availability but cannot show a live account | Ask for a dated screenshot and the account type | Signing a long contract before you see proof |
Build the substitute properly
The engine most Gulf service companies use today has four parts, and each of them is documented and measurable.
1. Search campaigns with clear call and message paths. Split keywords by intent, give each ad group its own page and add call assets so that mobile users can phone you in one tap. Our account structure guide shows a typical layout, and the call-only ads guide explains the move to call assets. Remember that ZED's Google Ads service treats calls and WhatsApp clicks as conversions, not just clicks.
2. Location targeting that matches your real route. Customers care that you reach their district. The location targeting guide covers how to restrict to presence and avoid paying for clicks from outside your area.
3. A service-area Business Profile. Google's guidelines say that service-area businesses should hide the address, allow up to 20 service areas and ask that the area stay within roughly two hours of driving. A strong profile gives you much of the "local trust" that LSA badges try to provide. See the optimisation guide.
4. Reviews and fast follow-up. Local buyers pick between businesses that answer. The reviews strategy and the WhatsApp follow-up system are what keep paid and Maps leads from going cold.
Seven questions to put to anyone selling you LSA in the Gulf
- Can you show a live Local Services Ads account for a UAE or Saudi business, with date and category?
- Which Google page lists the country as supported?
- What exactly am I paying you for: a setup, ad management, or a badge?
- Who owns the ads account and will I have administrator access?
- What happens to my budget if Google says my category is not eligible?
- How will each lead be counted, and can I see the call recordings or logs?
- What do you propose to run if LSA is not available to me?
A good answer is specific and documented. A vague answer, or one that moves quickly from the product to a contract, is the signal to walk away. Our marketing agency contract checklist and the guide to evaluating an agency proposal give more general tests.
How to compare channels if LSA ever becomes available to you
Do not compare "cost per lead" alone, because a lead means different things in each product. Use a cost per qualified lead and a cost per booked job. For any channel, take the spend in a month, divide by the number of enquiries that matched your job criteria, and then divide by the number that became paid jobs. The example below uses invented numbers only to show the arithmetic.
| Measure (hypothetical) | Channel A | Channel B |
|---|---|---|
| Monthly spend | AED 5,000 | AED 5,000 |
| Enquiries received | 50 | 30 |
| Enquiries that matched your criteria | 20 | 18 |
| Paid jobs | 5 | 6 |
| Cost per qualified enquiry | AED 250 | about AED 278 |
| Cost per paid job | AED 1,000 | about AED 833 |
The channel with more enquiries is not the winner here. That is why tracking has to reach the job, not stop at the click. Our cost per lead calculator guide walks through the same method with your own numbers.
How we work at ZED
Local Services Ads management is not among the services listed on our site, because we could not find Google documentation showing that the product is open to businesses in the Gulf, and we will not sell what we cannot verify. What we do run is described on our Google Ads page: keyword groups by buying intent, a landing page for each ad group, negative keywords from the start, a weekly search terms review and tracking for calls and WhatsApp messages. When an existing account is handed to us, we review tracking, structure and search terms first. We do not promise a timeline for enquiries or guaranteed results. If Google opens LSA in your market and category, we would test it against your Search campaigns using cost per paid job, not badges.
Frequently asked questions
Are Google Local Services Ads available in Dubai or the UAE?
We could not find Google documentation saying so. On 31 October 2026 the sign-up eligibility page offered eleven countries and did not include the UAE. Check the eligibility step yourself, because availability can change.
Are Local Services Ads available in Saudi Arabia?
The same eligibility page did not list Saudi Arabia. Treat any claim of availability as unverified until you see it in your own account.
What is the difference between Local Services Ads and Google Search ads?
Local Services Ads is a separate product with its own sign-up. Google's overview says you only pay when a customer contacts you from the ad. Search ads are managed in Google Ads and are usually charged per click.
Is a Google Guaranteed badge available in the Gulf?
We found no Google page confirming that it is. The help page we read mentions a Google Verified badge. Ask any seller for a dated screenshot of a live account in your country.
What should a plumber, AC company or cleaner run instead?
Search campaigns with call and WhatsApp tracking, a service-area Business Profile with reviews, and a fast follow-up routine. This combination is open to Gulf businesses and can be measured by booked jobs.
Can I pay an agency to get me into LSA?
Not if your country or category is not eligible. If it is eligible, you can register yourself, so be careful about paying for setup that you do not need.
Will LSA replace Search ads when it arrives?
We cannot know. Compare cost per paid job on a small test and keep the channels that produce booked work.
