Quick answer

Performance Max is a goal-based Google Ads campaign type that runs across Google's channels from one campaign, while a Search campaign shows text ads when someone types a query that matches your keywords. For a service business that lives on calls and WhatsApp enquiries, Search is usually the cleaner place to start because you control the queries. Performance Max can be worth testing later, once conversion tracking is accurate and lead quality is measured, with clear limits on brand terms, location and landing pages.

What Performance Max actually is

Google describes Performance Max as a goal-based campaign type that gives access to all Google Ads inventory from a single campaign. It serves across YouTube, Display, Search, Discover, Gmail and Maps, and it combines your assets and settings with Google's automation to optimise for conversions or conversion value (Google Ads Help: About Performance Max campaigns). You supply the building blocks: conversion goals, text, images and videos grouped into asset groups, audience signals, and optional controls. Google decides how to mix and place them.

That is very different from a keyword Search campaign, where you choose the queries, write the ads and see exactly which search terms triggered them. The trade-off is simple: Performance Max can find conversions in places you might not have reached, but you give up some control and visibility. For businesses where one bad lead costs a technician visit or a consultation slot, that trade-off needs care.

Performance Max versus Search for lead generation

The table compares the two in the way a service owner experiences them. It reflects Google's documentation where facts are stated and our judgement elsewhere; the judgement is labelled as such.

One rule from Google deserves attention: when a query matches exact match keywords in a Search campaign, those Search keywords are prioritised over Performance Max. Google also states that search themes in Performance Max have the same priority as phrase and broad match keywords (Google Ads Help: About Performance Max campaigns). In practice, a well-built Search campaign protects your most valuable queries while Performance Max explores the rest.

Why lead-gen businesses should be careful

E-commerce stores can feed Performance Max a product catalogue and a revenue figure for each sale. Service businesses usually cannot. Your "conversion" might be a call of any length, a WhatsApp click or a form submission, and each of those can be low quality. Automation optimises for what you count. If you count every WhatsApp click, it will find more WhatsApp clicks, including people who never intended to hire you. Google's own lead generation guidance recommends accurate conversion tracking, lead-focused goals such as submitted or qualified leads, and ways to improve lead quality and reduce form spam such as qualifying questions, reCAPTCHA and server-side validation (Google Ads Help: Performance Max best practices for lead generation).

A readiness checklist before you test Performance Max

Answer these honestly. If you tick fewer than five, run Search first.

  • Accurate conversion tracking: Calls, WhatsApp clicks and forms are counted once each and tested. Our guide to tracking calls and WhatsApp leads shows the checks.
  • Meaningful conversion definitions: You count what resembles a real lead, for example calls over a chosen duration, not every button tap.
  • Enough data: Search campaigns already produce a steady flow of conversions. Google notes that the more conversion data you have, the faster its AI can deliver the results you want (Google Ads Help: top questions about Performance Max).
  • A feedback loop on quality: Someone marks which leads were good, even in a simple sheet, so you can see whether Performance Max leads match Search leads.
  • Strong pages: Service and location pages that load quickly and match what you advertise. See landing pages for Google Ads.
  • Brand and location rules: You know which brand terms and which areas you want to include or exclude.
  • Budget for a fair test: Enough daily budget to gather conversions. Google suggests allowing 1 to 2 weeks, and up to 6 for complex setups or low conversion volume, before major changes.
  • Capacity to answer: Your team can handle any extra volume. More leads do not help if calls are missed.

This checklist is a plan, not a guarantee that any campaign type will perform.

The controls Google gives you

Performance Max is not a black box with no levers. Google lists several controls you can use, and a service business should review each before spending.

  • Negative keywords: Google states that negative keywords in Performance Max apply to Search and Shopping inventory, and that account-level negative keywords apply automatically to all Search and Shopping inventory, including Performance Max. Our negative keyword guide covers what to exclude.
  • Brand exclusions: Use them if you do not want ads showing for particular brand terms.
  • Final URL expansion: Lets Google send traffic to other relevant pages of your site. Google advises turning it off if ads show on irrelevant pages.
  • Location settings: Google suggests presence-based location targeting ("people in or regularly in your included locations") if you are getting leads from outside your target areas.
  • Search terms reporting: A Performance Max search terms report shows terms that triggered ads and lets you add irrelevant ones as negatives. It has limits, and Google advises giving conversion data priority over clicks and impressions.
  • Content suitability: Brand safety, placement exclusions and content suitability settings cover Display and video inventory.

For reference, the official pages for these controls are Google Ads Help on negative keywords in Performance Max and on the search terms report in Performance Max.

How to decide what to run: a simple framework

Your situationStart withWhyAdd Performance Max when
Urgent local service (repair, moving, cleaning)Search with call trackingQuery shows need; control over terms and hoursYou have stable lead quality data and want extra reach
Clinic or medical serviceSearch with strict policy checksPolicy limits and sensitive terms need controlPolicy review is complete and tracking avoids sensitive data
Professional service with long decision cycleSearch plus contentProspects research before callingYou can import or record lead quality
New business with little dataSearch with narrow focusNot enough conversions to feed automationConsistent conversions exist
Business with many services and locationsSearch by serviceDifferent values and landing pagesYou can structure asset groups by theme with distinct pages

Health advertisers should read Google's Advertising Policies page on healthcare and medicines first; it restricts some content, requires certification in some categories and expects advertisers to know local laws for locations they target (Google Advertising Policies: Healthcare and medicines). Automation does not change those obligations. Our related guide for clinics is Google Ads for dental clinics.

How to run a clean Performance Max test

  1. Fix measurement first: Verify call, WhatsApp and form tracking; decide which conversions count as leads.
  2. Set a baseline: Record Search campaign results for several weeks: cost per lead, answered rate, booked jobs.
  3. Create one campaign with one clear goal: Use a single lead goal and a realistic target. Google suggests starting with Maximize conversions when data is thin and adding a target CPA later.
  4. Build asset groups by service: One asset group per service theme with its own text, images and a relevant final URL.
  5. Apply the controls: Negatives, brand exclusions, location settings and a decision on final URL expansion.
  6. Wait before judging: Google suggests 1 to 2 weeks to leave the learning phase and up to 6 for complex setups. Avoid daily changes.
  7. Compare on lead quality, not clicks: Ask which leads answered, qualified and booked. Compare cost per booked job against Search.

A worked example with hypothetical numbers

These numbers are invented to show the method. A moving company spends AED 5,000 a month on Search and records 50 qualified enquiries, so cost per qualified enquiry is AED 100. It then adds a Performance Max test with AED 2,000. The campaign reports 40 conversions at AED 50 each, which looks excellent. But when the sales team reviews the leads, only 6 are qualified, because many conversions were short calls and WhatsApp taps from people outside the target area. The real cost per qualified enquiry is AED 333, worse than Search. The fix is not necessarily to abandon the test. Tighten the conversion definition to calls over a set duration and qualified forms, set location to presence, add negatives and review again. The lesson is to judge on the leads your team values, not the platform's conversion count.

Common mistakes

  • Switching Search off: Running only Performance Max removes the cleanest source of intent. Test beside Search.
  • Counting every click-to-chat as a lead: The system will find more of the same.
  • Letting final URL expansion send visitors anywhere: Check where traffic lands; turn the feature off if pages are irrelevant.
  • Ignoring location settings: Leads from outside your service area cost money and time.
  • Changing everything weekly: Allow learning time, then change one thing at a time.
  • Using the same creative as Search: Provide strong images, a video if you can and distinct messages per service.

How we work at ZED

On our Google Ads service page we describe campaigns built on customer intent, keywords, negative keywords, ad extensions and call and WhatsApp tracking. Our stated working method separates intent keywords from curiosity keywords, sends each ad group to a matching landing page, builds negative keywords from week one using the search terms report, and measures the call rather than the click. We also state that a click not followed by a call or WhatsApp message is a cost to review. That is the standard we would apply to Performance Max as well: it earns budget only if it produces enquiries your team values. We do not claim a Performance Max track record here and we do not publish results for it. You can see how we document service-business projects in the AC services case study and the wider tracking service. For costs and trade-offs between channels, read Google Ads versus SEO and Google Ads cost in the UAE.
