Google Ads is better when you need enquiries now, sell seasonal or emergency services, or want to test which keywords convert. SEO is better when you can wait several months and want leads that keep coming without paying per click. For most service businesses the best answer is a weighted mix: ads for speed and control, SEO for lower long-term cost per lead. Your situation decides the weighting.
"Should I pay for Google Ads or invest in SEO?" is one of the first questions owners ask us, and it is usually asked as if one answer fits every business. It does not. A plumber in Dubai with a new website, a dental clinic in Riyadh with ten years of reviews and a villa developer launching a new project face completely different maths. Instead of repeating the usual "SEO is long-term, ads are short-term" line, this article gives you a framework: five questions, a decision table by business situation and four worked scenarios with clearly assumed numbers.
What you are actually buying with each channel
Both channels put you in front of people searching on Google, but the economics are opposite.
Google Ads is rented visibility. You pay for clicks in an auction, results can start as soon as ads are approved, and you control which services, areas and hours you appear for. When you stop paying, the visibility stops. Our guide to how much Google Ads costs in the UAE explains how the auction sets your price.
SEO is owned visibility. You invest in a website, content, technical health, your Google Business Profile and reputation. Rankings take time to build and are never fully under your control, but clicks themselves are free. Google is explicit that the two are separate: its Search Central guidance states that advertising with Google won't affect your site's presence in organic results. Paying for ads does not buy rankings.
| Factor | Google Ads | SEO |
|---|---|---|
| Speed to first lead | Days, once tracking and ads are ready | Usually months, depending on competition |
| Cost structure | Variable: every click costs money | Mostly fixed: content, technical work, listings |
| When you stop paying | Leads stop almost immediately | Rankings fade slowly, if at all |
| Control over message and area | High: keywords, locations, schedule, budget | Medium: Google chooses what to show |
| Best for | Urgent, seasonal, high-margin, testing | Steady demand, informational searches, trust |
| Main risk | Rising click costs, wasted spend without tracking | Slow payoff, algorithm updates, strong incumbents |
Five questions that decide your mix
- How soon do you need leads? If cash flow depends on enquiries in the next 30 days, SEO alone cannot carry you. Ads come first.
- How urgent is your service for the customer? Emergency services (AC breakdown, locksmith, leak repair) are searched and bought within minutes. The top of the page is usually ads and the map pack, so paid and local visibility matter most.
- How much is one customer worth? High-ticket services can absorb expensive clicks; low-margin, one-off jobs often cannot. Work out what you can afford per lead before choosing.
- How strong is your current website and profile? An established domain with reviews and service pages can move faster in SEO. A brand-new site starts behind and benefits from ads while it matures.
- How seasonal is demand? Pest control before summer, AC maintenance from spring, moving before school terms: ads let you scale up and down with the season, while SEO pages need to be ready before the peak.
Decision table by business situation
| Your situation | Lean towards | Why |
|---|---|---|
| New business or new website | Ads first (about 70–80% of effort), SEO foundations in parallel | You need enquiries before organic trust exists; ads also reveal which keywords convert |
| Emergency or same-day services | Ads + Google Business Profile | Buyers act fast and click the top results |
| Strongly seasonal services | Ads to flex with the season, SEO pages built before peak | Budgets can follow demand; pages need time to rank |
| Clinics and medical centres | Balanced: local SEO + controlled ads on key treatments | Patients compare reviews and maps; high-value treatments justify ads |
| High-ticket services (real estate, renovation, legal) | Ads for active buyers + SEO content for research phase | Long decision cycles; buyers read before they call |
| Established business with good rankings | SEO-led, ads on gaps and top services | Protect what works, buy only where organic is weak |
| Very small budget | Google Business Profile + a few strong pages; small ads test on one service | Spreading a tiny ad budget thinly wastes it |
The percentages are a starting point, not a rule. Shift them every quarter based on cost per qualified lead from each channel, which you can only see if you are tracking calls and WhatsApp messages by source.
Four worked scenarios (assumed numbers)
All figures below are hypothetical, chosen only to show the reasoning. They are not market averages and not ZED results.
Scenario 1: AC repair company in Dubai, new website
Assume each repair job is worth AED 350 in margin, and the owner can accept up to AED 120 in ad cost per booked job. With an assumed cost per click of AED 8 and 10% of clicks calling or messaging, a lead costs AED 80; if two-thirds book, the cost per job is about AED 120 – right at the limit. Ads are viable but tight, so the plan is: ads on emergency keywords during peak months, a complete Google Business Profile, and service pages for each area to reduce dependence on clicks over time. We have worked with AC service businesses where this pairing is the norm.
Scenario 2: dental clinic in Riyadh with an established profile
The clinic already ranks on Maps for "dentist near me" in its district and has many reviews. Here SEO and local optimisation carry routine check-ups, while ads are reserved for implants and orthodontics, where one patient is worth far more than a click. See our guides on local SEO for clinics and Google Ads for dental clinics.
Scenario 3: moving company before the summer peak
Demand spikes around school holidays and lease renewals. The company runs ads heavily for eight weeks around the peak and lightly the rest of the year, while building city-to-city and service pages (villa moves, office moves, storage) that pick up organic searches all year. Our moving company case study shows the type of work involved.
Scenario 4: off-plan real-estate project
A launch has a fixed sales window, so waiting for rankings is not an option: ads and paid social carry the launch. SEO still has a role for area guides, payment-plan questions and developer reputation, which buyers research for weeks. More on this in our real-estate developer marketing service.

Comparing cost properly: per lead, over time
Owners often compare a monthly SEO retainer with a monthly ad budget and pick the smaller number. That misses the time dimension. Ads cost roughly the same per lead in month 12 as in month 1, and often more as competition grows. SEO usually has a high cost per lead in the early months (you are paying before rankings arrive) and a falling cost per lead later, as pages keep producing enquiries.
A simple way to model it: for each channel, estimate monthly cost and monthly qualified leads for 12 months, then divide cumulative cost by cumulative leads. If the SEO line crosses below the ads line within a period you can wait for, SEO deserves budget. If it does not – because your market is dominated by directories and big brands, for example – ads or a different channel may be the smarter primary investment. Our article on what SEO services cost explains what drives the SEO side of this model.
How the two channels help each other
- Ads find the money keywords. The search terms report shows which exact phrases turn into calls. Build or improve SEO pages for those first.
- SEO pages become better landing pages. A detailed, fast service page tends to convert ad traffic too. See our landing page guide for Google Ads.
- Compare paid and organic side by side. Google Ads offers a paid and organic report when you link Search Console, which shows where you appear in both.
- Cover the whole results page. For key services, appearing in ads, the map pack and organic results increases the chance the searcher picks you.
- Use reviews everywhere. A well-managed Google Business Profile supports both local rankings and trust in your ads.
Mistakes that make either channel look bad
- Running ads with no conversion tracking, then deciding "Google Ads doesn't work".
- Judging SEO after six weeks with the same expectations as paid clicks.
- Sending all ad traffic to a homepage that does not mention the specific service or area.
- Buying SEO packages measured by keyword counts or reports, not by enquiries.
- Spreading a small budget over every service and every emirate instead of the most profitable two or three.
- Stopping SEO completely once rankings arrive; competitors keep building.
How we work at ZED
ZED Marketing is a remote agency that runs Google Ads campaigns, SEO, websites and tracking for service businesses and clinics in the UAE, Saudi Arabia, Egypt and German-speaking markets. Because we do both, we do not have a reason to push one channel. We start by asking about your margins, service area, season and current lead sources, set up tracking for calls and WhatsApp, and recommend a weighting that we review with you as real cost-per-lead data comes in. If your website is the bottleneck, we can rebuild key pages as part of our website work.
Questions owners ask about Google Ads vs SEO
Is Google Ads better than SEO?
Neither is better in general. Google Ads is better when you need enquiries quickly, your demand is seasonal or urgent, or you want to test keywords. SEO is better when you can wait several months and want enquiries that do not stop the day you stop paying. Most service businesses benefit from both, weighted by their situation.
Should I start with SEO or Google Ads?
If you need leads this month, start with Google Ads on your most profitable services while laying the SEO foundations (Google Business Profile, service pages, technical basics). If you have runway and a competitive budget is out of reach, start with SEO and local visibility.
Does running Google Ads help my SEO rankings?
No. Google states that advertising with Google won't affect your site's presence in its organic search results. Ads can, however, give you search-term and conversion data that tells you which pages and topics are worth building for SEO.
How long does SEO take compared with Google Ads?
Google Ads can show the day a campaign is approved. SEO usually takes months, depending on competition, the state of your website and how much content and local signals you build. Google itself advises asking any SEO provider what results to expect and in what timeframe, rather than accepting fixed promises.
Is SEO cheaper than Google Ads?
SEO has no cost per click, but it is not free: content, technical work and local listings cost time or money. Over a long period, SEO often lowers the average cost per lead, while Google Ads costs scale with every click. The answer depends on your competition and how long you plan to stay in the market.
Can I stop Google Ads once SEO is working?
Some businesses reduce ad spend once organic rankings bring steady leads, but many keep ads on their most profitable services, in peak seasons or for keywords where organic results are crowded by maps and ads. Use your tracking data to decide service by service.
Which is better for a clinic in Dubai or Riyadh?
Clinics usually need both: local SEO and a strong Google Business Profile for people searching nearby, and tightly controlled Google Ads for high-value treatments. Healthcare advertising has additional rules, so ad copy and landing pages should be checked for compliance.
