Quick answer

Marketing for real estate developers is different from marketing a brokerage. A developer needs a launch sequence for each project: a teaser and registration of interest phase, a dedicated landing page per project and language, a separate broker channel, strict lead qualification by budget, unit type and timeline, and reporting on cost per qualified lead rather than cost per form. In the UAE and Saudi Arabia, property ads also need the relevant permits (Trakheesi in Dubai, REGA licensing in KSA). ZED builds and runs this sequence across Google, Meta, landing pages and tracking.

What makes developer marketing its own discipline

A broker sells existing inventory from many developers; a developer sells a product that often does not exist yet. That changes almost everything about the campaign. The buyer is committing to a payment plan for a building they cannot visit, so the marketing must carry trust in the developer, clarity about the project, and a reason to act now rather than wait for the next launch down the road.

Developers also deal with phases. A project might have a quiet pre-launch, a registration of interest window, a launch event, a first release at one price level and later releases at another. Each phase needs a different message, a different audience size and a different call to action. If you are looking for general property marketing for an agency or brokerage, see our real estate marketing service; this page is about the developer side.

Permits and compliance before the first ad

Property advertising in the Gulf is regulated, and the rules apply to digital channels too. In Dubai, ads for real estate are linked to the Dubai Land Department and its Trakheesi permit system; in Saudi Arabia, the Real Estate General Authority (REGA) regulates real estate advertising and issues advertising licences. Off-plan projects usually carry additional registration requirements. We are not a legal adviser, so we ask your legal or sales team to confirm current permits, required permit numbers or QR codes, and approved wording for payment plans before we publish. What we do is build the permit details into every ad template and landing page so nothing goes out without them.

The launch sequence, phase by phase

  1. Positioning and audience map (before any ad). Who is this project for: end users, local investors, GCC buyers, international investors? Which unit types matter most? What objections will they have about the area, the developer or the handover date?
  2. Teaser phase. Short video and image ads that introduce the location and lifestyle without prices, driving to a page that says "register your interest". The aim is a list of genuinely interested buyers, not thousands of random leads.
  3. Registration of interest. A form that captures unit preference, budget band, timeline and whether the person is a broker. We add a WhatsApp option for buyers who prefer to chat, with a pre-filled message naming the project.
  4. Pre-launch nurturing. Registered leads receive updates: floor plans when ready, payment plan outline once approved, launch event details. Sales calls the hottest leads first.
  5. Launch and first release. Search campaigns on project name and area, retargeting of registered visitors where platform policy allows, and broker communications all peak together.
  6. Post-launch and later releases. Budget shifts to the unit types still available, with fresh creative showing construction progress.

A landing page for every project, not just a brochure

The project landing page is the centre of the campaign. It should load fast on mobile, answer the questions buyers actually ask, and make registering effortless. We build them as standalone pages connected to your CRM or sheet, one per project and language. Our article on landing pages for Google Ads explains the general principles; for developers we add:

  • Location map with travel times to key landmarks, written as approximate.
  • Unit types with size ranges and indicative starting prices only when approved by sales.
  • Payment plan summary in plain language, with the official terms available on request.
  • Developer track record presented factually: delivered projects, not adjectives.
  • Permit number or QR code where the regulator requires it.
  • A short form with qualifying questions and a WhatsApp button.
  • Arabic and English versions, each with its own form and tracking.

Our website and landing page service handles design and build; the tracking layer comes from our conversion tracking setup, so every registration, call and WhatsApp chat is attributed to a channel and campaign.

Running a broker channel alongside direct buyers

In Dubai in particular, brokers are a major sales channel for off-plan property. Ignoring them or mixing them with buyers in one list is a common mistake. A broker channel usually includes a separate registration page, a sales kit (brochure, floor plans, renders, approved key messages), a clear way to register clients so that attribution disputes are minimised, and regular availability updates. Commission terms are for your sales team to set and communicate; we build the tools and the tracking around them.

Channels and where each fits in the UAE and Saudi Arabia

Search: capturing project and area demand

People searching for a project name, a developer name or "off plan apartments in [area]" are close to a decision. Search campaigns protect your brand terms from competitors and capture area demand. Our Google Ads service covers the setup; for developers we split campaigns by project, language and market.

Meta, TikTok and YouTube: building the list

Social and video platforms are where the teaser phase lives. Short videos of the location, lifestyle and construction progress do more than static renders. We produce and edit these through our content video service.

WhatsApp: the conversation channel

Many Gulf buyers would rather chat than fill a long form. A structured WhatsApp flow with pre-filled messages per project, quick replies and handover to sales works well. Our guide to WhatsApp marketing for business covers the basics.

Saudi Arabia versus UAE: what changes

FactorUAE (especially Dubai)Saudi Arabia
Regulator for adsDubai Land Department / Trakheesi (other emirates have their own bodies)REGA advertising licences
Buyer mixLarge share of expatriate and international investorsMostly local end users and investors
LanguageEnglish-first with Arabic versionsArabic-first with English versions
Broker roleVery strong in off-planPresent but direct sales often larger

Metrics developers should actually watch

  • Cost per qualified registration, not cost per form.
  • Percentage of registrations that reach a sales conversation.
  • Site visits or sales-centre visits booked.
  • Reservations and bookings attributed to channel (when sales shares the data).
  • Broker registrations and broker-sourced deals.
  • Lead response time from sales, because a slow callback wastes the media budget.

How ZED works on this

ZED provides real estate marketing as one of its core services, alongside Google Ads, SEO, websites and landing pages, social media, content videos and call and WhatsApp conversion tracking. For a developer we combine these into one launch plan per project. You can see how we approach property campaigns in our real estate marketing case study.

We do not promise sell-outs or a number of leads, and we do not publish prices or payment terms your sales team has not approved. When you are ready to plan a launch, get in touch with ZED or message us on WhatsApp.

Frequently asked questions

How do developers market an off-plan project before launch?

Most developers run a registration of interest (ROI or EOI) phase: a teaser campaign and a project landing page collect contact details and preferences from buyers and brokers before prices and inventory are released. The leads are then qualified, segmented by unit type and budget, and invited to the launch event or the first release.

Do property ads need a permit in Dubai or Saudi Arabia?

Generally yes. In Dubai, property advertising is regulated by the Dubai Land Department and its Trakheesi permit system, and in Saudi Arabia the Real Estate General Authority (REGA) issues real estate advertising licences. Requirements, fees and QR code rules change, so your legal or sales team should confirm the current permit before any ad goes live.

Should a developer build one website or a page per project?

Both serve different jobs. The corporate site builds trust in the developer; each project needs its own landing page with its own tracking, so the cost per qualified lead can be measured per project and per channel. A shared generic page makes it impossible to see which launch is working.

How do you qualify real estate leads from ads?

By asking the right questions at the right moment: unit type, budget band, purchase timeline, cash or payment plan, end use or investment, and whether the person is a broker. These answers sort leads into hot, nurture and broker groups, and the sales team calls the hot group first.

Should developers advertise to brokers as well as buyers?

In the UAE especially, brokers drive a large share of off-plan sales, so most launch plans include a broker channel: a broker registration page, a downloadable sales kit, commission terms communicated by the sales team, and regular updates on availability. Mixing broker and buyer leads in one list wastes sales time.

What does developer launch marketing cost?

Cost depends on the number of projects, the length of the ROI phase, the markets you target (local, GCC, international), video and 3D content needs and the ad budget. ZED does not publish packages; send us the project details and timeline and we reply with a scoped quote.

How is this different from your general real estate marketing service?

Our real estate marketing service covers agencies, brokers and property businesses in general. This page is specifically for developers: off-plan launches, registration of interest, broker enablement and project-level landing pages and reporting.
