Quick answer

Remarketing shows ads, or adjusts Search bids, for people who already visited your site, which suits services people take time to decide on. Build a few audiences by behaviour (service-page viewers, contact-page abandoners), exclude people who already enquired, and make sure each list reaches Google's minimum of 100 active users in 30 days for Search. Choose the membership length by your sales cycle, match the message to the stage, and note that advertiser-curated lists are restricted for health and other sensitive categories.

What remarketing can and cannot do for a service business

Most people who visit a service website do not enquire on the first visit. They compare two or three providers, ask a relative, wait for payday, or simply get interrupted by the day. Remarketing is the practice of showing ads, or bidding differently on Search, for people who have already visited your site or are on a list you hold. For a business with a considered purchase, such as an annual maintenance contract, a clinic procedure, a renovation or a relocation, this second chance is often cheaper than a brand-new click.

It also has limits. Remarketing cannot rescue a page that fails to explain the service, and it cannot create demand. It works only on people who already know you exist. It needs working tracking, a minimum list size and, in sensitive sectors, permission under Google's rules. This guide is a plan for deciding whether to use it, which audiences to build first and how to keep it from becoming an annoyance.

The audience map: who is worth following

Start from behaviour that signals a stage of interest. The table gives the audience, the signal and the reason to follow or leave it alone.

AudienceSignalValueHandle with care

The most valuable lists are usually the smallest, which is why list-size rules matter.

The rules that decide whether a list can run

Google's your data segments help page sets out the requirements. For the Search Network and Display, a list needs at least 100 active visitors or users in the last 30 days. Customer lists have the same requirement. Lists uploaded before 1 February 2024 still need 1,000 matched users, because the 100-user threshold applies to lists uploaded or refreshed after that date. The default membership duration on Display and Search is 30 days, up to a maximum of 540 days, and visitors are added within seconds of loading a page that has the Google tag or event snippet.

In plain terms: a small clinic or contractor may be able to build a few narrow lists, but only if enough people visit each page in a month. If a list stays below the threshold, the campaign has nobody to target, so combine pages into broader groups until the list is large enough.

Choose membership duration by your sales cycle

Google gives the technical maximum. The right duration depends on how long people take to decide. The durations below are practical starting points for you to test, not Google recommendations.

Service typeTypical decision timeStarting durationReason
Emergency repair, urgent cleaningHours to days7 to 14 daysInterest fades fast; a long window shows ads to people already served
Home services booked within weeksOne to four weeks30 daysMatches Google's default
Clinic consultations, elective careWeeks to months30 to 60 daysTime to compare and save money
Renovation, fit-out, relocation to a new homeMonths60 to 120 daysLong planning
Annual contracts (AC maintenance, pest control)SeasonalTest around the season startReach people before the busy period

Whatever you choose, add an exclusion for people who have enquired. Otherwise the same customer keeps seeing ads for a service they have already bought, which is both wasteful and irritating.

Build order: seven steps from tag to reporting

  • Verify the tag. Make sure the Google tag fires on every page and that enquiry events are recorded; our guide to tracking calls and WhatsApp conversions covers the checks.
  • Create three to five audiences from the map above, starting with service-page viewers and contact-page abandoners.
  • Create the exclusion audience for enquirers and existing customers.
  • Attach audiences to Search campaigns in observation first. Google Ads lets you observe how a list performs without restricting who sees the ad, and you can later switch to targeting only that list if the data supports it.
  • Decide on display or video reminders only after Search shows promise. Reminders are cheap per impression but easy to overspend.
  • Match messages to the stage (next section) and keep the landing page consistent; see landing page for Google Ads.
  • Report the effect separately. Record enquiries from remarketing audiences in your sheet, as shown in the lead tracking spreadsheet guide.

Match the message to what the visitor already did

AudienceWhat they need to hearCall to action
Service page viewersClear scope, process and cost factorsAsk for a quote or WhatsApp a question
Contact page abandonersWhat happens after they message, and reassuranceMessage now, or choose a call-back time
Cost article readersHow you build a quote and what changes the priceSend details for a written estimate
Blog readersA useful next step, such as a checklistRead the related service page
Past customersReminder of seasonal service or review requestRebook or leave a review

Frequency matters as much as message. If a person sees your ad many times a day, tolerance disappears. Use frequency controls where the campaign type provides them, and watch comments and complaint signals. Reminders should read like a helpful follow-up, similar in tone to the sequences in our WhatsApp lead follow-up system.

A hypothetical sizing example

These figures are invented to show how quickly lists shrink.

StepHypothetical monthly figure
Website visitors3,000
Visitors who viewed any service page1,200
Of those, viewed the AC maintenance page240
Of those, already enquired (excluded)40
Eligible audience for that service200 over a 30-day window

Two hundred people clears the 100-user threshold, but it is a small pool, so the budget should be modest and the test should run long enough to learn something. A page with 60 monthly viewers would not support its own list; group it with similar pages. If your overall traffic is low, improve acquisition first through Search, as discussed in bidding strategies for service businesses.

Consent, data rules and sensitive sectors

Remarketing uses data about people's behaviour, so handle it carefully. Show a clear privacy notice and cookie consent where your audience and the law expect it, and take advice from a qualified professional about the data protection rules that apply to your business. This article is not legal advice.

Google also restricts personalised advertising in certain sensitive categories. Its personalized advertising policy lists categories such as health and personal hardship and says advertiser-curated audiences, including Customer Match and remarketing lists, cannot be used when promoting in sensitive interest categories. Predefined Google audiences, such as in-market segments, remain available. If you run a clinic or health service, read that policy and our medical advertising rules checklist before building any list, and rely on search intent and location rather than retargeting. Users under 18 are not eligible for personalised advertising.

Mistakes that make remarketing annoying or useless

  • Running it without excluding people who already enquired.
  • Building lists too narrow to reach the 100-user minimum, then wondering why nothing serves.
  • Using 540-day windows for a service that people buy in a week.
  • Sending cold blog readers the same hard-sell message as someone who stopped at the contact form.
  • Judging remarketing by last-click conversions without considering that these people already knew you.
  • Letting frequency run without limits.
  • Ignoring policy: in sensitive categories lists are not allowed at all.
  • Skipping the audit of tracking first; see the Google Ads account audit checklist.

How we work at ZED

Our Google Ads service page says campaigns are built on customer intent and include call and WhatsApp tracking, so that every contact click from the ad is recorded and the cost of a client can be calculated. Remarketing depends on exactly that foundation: clean tracking first, then audiences. We would look at how your enquiries are recorded, how much traffic your key pages receive and whether your sector is subject to sensitive-category restrictions before suggesting any list.

See our Google Ads service and conversion tracking service, or send your details through the contact page. We do not promise results or fixed costs in advance.

Frequently asked questions

What is the minimum audience size for remarketing on Google Search?

According to Google's help page, the Search Network needs at least 100 active visitors or users in the last 30 days. Lists uploaded before 1 February 2024 still require 1,000 matched users. Check the current page, as thresholds can change.

How long should people stay on a remarketing list?

Google's default is 30 days with a maximum of 540 days on Display and Search. Match the length to how long your customers take to decide: shorter for urgent services, longer for projects planned over months.

Can clinics use remarketing lists?

Google's personalized advertising policy lists health among sensitive categories and says advertiser-curated audiences cannot be used when promoting in those categories. Read the current policy and rely on intent and location targeting instead.

Should I start with Search or Display remarketing?

Most service businesses begin by attaching audiences to Search campaigns in observation to see how those visitors behave, and add display reminders only if the data supports it and the budget allows.

How do I stop showing ads to people who already contacted me?

Create an audience of people who completed an enquiry event or are in your customer list, and exclude it from the remarketing campaigns. This requires that enquiries are tracked as conversions.

Do I need a customer list to run remarketing?

No. Website visitor audiences collected by the Google tag are enough to start. Customer lists are optional, need proper consent, and are subject to Google's rules.

Why is my remarketing campaign not serving?

The most common causes are a list below the minimum size, a tag that is not firing, a very narrow audience combined with strict targeting, or a policy restriction. Check list status and tag health before changing bids.

Is remarketing worth it for a small budget?

Sometimes. If your Search campaign already brings steady traffic and enquiries are low relative to visits, a small remarketing test can be worthwhile. If traffic is thin, put the budget into acquisition first.
