Quick answer

Business setup consultancies win when they stop selling a generic package and start answering one founder question at a time: which jurisdiction, which licence activity, how many visas, what timeline and what total cost. Run search ads and pages by that question, qualify the enquiry before you quote, separate government fees from your service fee, and track every enquiry through to a signed client. We do not give legal or licensing advice, and we promise no fixed number of clients.

Why founders behave differently from ordinary service customers

A person who needs an air conditioner fixed wants a visit today. A person who wants to set up a company is making a decision that touches taxes, visas, banking, office space and sometimes family relocation. They compare several consultancies, read several free zone and mainland pages, and often ask the same question to three advisers on WhatsApp. Some are already in the UAE and some are writing from abroad.

That makes the sales cycle longer and the enquiry quality more uneven than in repair, cleaning or moving. Your marketing therefore has two jobs. First, be present when the founder is searching, on the specific question they are asking. Second, make it easy to start a conversation that your team can qualify in a few minutes, so you do not spend a senior adviser on a student asking what a licence costs for fun.

Google Autocomplete for the UAE shows that people type phrases such as business setup consultant dubai and business setup consultation (checked 2 November 2026 with a tool run from Egypt, so treat the exact list as indicative). The words tell you the searcher is looking for a person to help, not only for information. Those are the searches worth paying for first.

Segment enquiries by founder type, not by package

Most consultancies organise their website by product: mainland, free zone, offshore. Founders think in situations. A freelance designer, an online seller and a manufacturer might all say they want a licence, yet they need different answers. The table below is a working segmentation to adapt, not a statistic.

Notice what is missing: the word cheapest does not appear as a campaign theme. Price-led positioning attracts price-led leads, and in a field where the final cost depends on the activity, visas and office requirements, a low headline number usually creates a disappointing second conversation. The honest alternative is to publish how the total is built, which we cover below.

Build search campaigns around the question, not the keyword list

A consultancy account often starts with one big campaign on broad terms such as company formation. It brings volume and noise. A cleaner structure follows the way founders narrow their choice.

  1. Start with consultant and service intent. Phrases that include consultant, consultation, company, licence and setup together with the location or jurisdiction you actually sell. Keep these in tightly themed ad groups.
  2. Add activity-led groups. One group each for the five or six activities where you have real experience, with a landing page that names the activity. Do not advertise an activity you cannot deliver.
  3. Treat comparison searches as research. Mainland versus free zone searches are useful, but send them to an honest comparison page with a call to action, not to a hard sales form.
  4. Add negatives early. Job seekers, salary searches, courses, template downloads and government-portal logins waste budget. Our guide to Google Ads negative keywords shows how to start the list, and the search terms report guide shows how to keep it current.
  5. Separate languages. English and Arabic searchers phrase questions differently; see our note on Arabic and English Google Ads in the UAE before you merge them.
  6. Judge by qualified enquiries. Clicks and form fills are not the goal. Count enquiries that reach a booked consultation.

If you work in several emirates or want to focus on a particular area, the location targeting guide explains the settings. For a consultancy that serves founders abroad, remember that location targeting also decides whether people outside the UAE can see the ad at all.

Make fees honest and easy to understand

Cost is the first thing a founder wants to know and the thing consultancies hide most. We suggest a calm middle path: do not publish one all-in number, and do not refuse to discuss money. Publish how the total is built.

  • Government and authority fees change and differ by jurisdiction and activity, so link to the official source or say that you confirm the current schedule during the consultation.
  • Your service fee can be shown as a range or as a clear description of what drives it, such as number of shareholders, number of visas or complexity of the activity.
  • Optional extras such as office space, bank introduction support and accounting should be named as separate lines so the founder can compare like with like.
  • What is not included belongs on the page. A short list prevents the worst complaint in this sector: the unexpected extra.

Avoid claims you cannot support for every client, such as full foreign ownership for any activity, approvals in a fixed number of days or guaranteed bank accounts. Rules depend on the activity and the authority, and they change. Your own compliance or legal adviser should sign off on the wording of any claim about ownership, timelines or costs. We write and structure the pages; we do not provide legal advice.

Qualify before you quote

A founder who sends a message on WhatsApp usually writes one line. The first reply should collect six facts, in a friendly tone, before anyone prepares a quotation: the business activity, where the founder lives now, how many people will need visas, the number of shareholders, whether a physical office is required, and the target start date. Our article on lead qualification questions gives a general version, and the sheet below adapts it to this sector.

VisasOne to several, clearUnknownExplain how visa quota links to office space

Score each enquiry from zero to two on each row and agree what total sends it to a senior adviser, to a junior adviser or to a nurture list. Write the rule down so it does not depend on who answers the phone. Once the quotation goes out, follow up with the scripts in our quotation follow-up guide rather than waiting silently.

A hypothetical month, to show the maths

The figures below are invented to demonstrate the method. They are not ZED results, market averages or a forecast. Replace each number with your own data after a month of tracking.

StageAssumption (hypothetical)Result
Monthly ad budgetAED 20,000AED 20,000
Average cost per clickAED 12About 1,667 clicks
Landing page enquiry rate4%About 67 enquiries
Enquiries your team qualifies35%About 23 qualified
Consultations held60% of qualifiedAbout 14
Clients signed25% of consultationsAbout 3.5

On these assumptions the cost per enquiry is about AED 300, the cost per qualified enquiry is about AED 850 and the cost per signed client is around AED 5,700. Whether that is good depends entirely on what a signed client is worth to you over the relationship. The useful insight is where the funnel leaks: if qualification is only 15%, the ads or keywords are too broad; if consultations convert at 5%, the problem is in the conversation, not in the ads. Our worked example on cost per qualified call shows the same method for phone leads.

The website and landing pages

Founders arrive with doubts: Will this consultancy disappear after the licence? Is the price real? Can I speak to someone? A page that answers those doubts converts better than a page that repeats the word best.

  • A first screen that states the founder situation you serve, the jurisdiction or activity, and one clear action.
  • A short explanation of the process from first call to licence, with the documents founders must prepare.
  • The fee explanation described above.
  • Contact options: a WhatsApp button, a phone number and a short form, because forms and WhatsApp capture different people.
  • Real team and office information only if it is accurate, with no invented credentials.
  • Arabic and English versions where you serve both audiences, as discussed in our bilingual SEO guide.

Use our landing page copywriting checklist for the wording and see landing page design if you need new pages built.

Follow-up and remarketing for a long decision

Many founders will not decide in the first week. A tidy follow-up routine usually recovers more value than increasing the ad budget. Three touches are enough for most: a summary of what was discussed, a checklist of documents, and a gentle check-in after the date the founder gave you. For people who visited your pages and did not enquire, remarketing can remind them that you exist; the remarketing audiences guide explains the options and the limits.

Tracking: the enquiry is not the result

A form submission and a WhatsApp tap are only the first step. Record the source of every enquiry, its qualification score, whether a consultation was held and whether a contract was signed. Our lead tracking spreadsheet is a starting point and our conversion tracking service covers calls and WhatsApp. Without this, you will optimise toward the cheapest enquiry, which is rarely the best client.

How we work at ZED

We run Google Ads for local and professional services, build and improve websites and set up tracking so that decisions rest on qualified enquiries. Our published case studies cover AC services, cleaning, furniture showrooms, medical marketing, moving companies and real estate. We have no published business setup consultancy case study, so we will not show you one. What we can bring is the same method used elsewhere: structure by intent, qualify early, track to the sale and review every month.

Related professional-services notes you may find useful are our pages on accounting firm marketing and law firm marketing, where long consideration and trust also decide the outcome.

Monthly checklist for a business setup consultancy

  • Which activities and jurisdictions produced qualified enquiries, and which produced only clicks?
  • What share of enquiries were scored as strong, and did that share move after the last change?
  • Did the search terms report show new irrelevant themes to exclude?
  • How many consultations were held, and how many contracts were signed, by source?
  • Are the fee explanations and regulatory statements on every page still accurate?
  • Did the team answer new WhatsApp messages in a consistent way and record the outcome?
  • Which pages or ads should be paused because they attract researchers?

Frequently asked questions

How much should a business setup consultancy spend on Google Ads?

There is no universal figure. Decide how many signed clients you want, work back through your own enquiry, qualification and conversion rates, and test a budget that can produce enough enquiries to learn from. The hypothetical month above shows how to do the calculation.

Should we publish prices on our website?

Publish how the total is built rather than one all-in number. Show the factors that move the price, what government fees are and where to confirm them, and what is not included. It filters out poor-fit enquiries and builds trust.

Can we advertise full ownership or fast approval?

Only if it is true for the activity and jurisdiction you are describing and your compliance or legal adviser agrees with the wording. Rules vary and change, so avoid blanket claims. We do not provide legal advice.

Is WhatsApp or a phone call better for founders?

Offer both. Many founders prefer a first written message and a call later. Record which route produced signed clients before you decide where to place the most prominent button.

Do founders abroad search differently?

They can, particularly on timeline and visa questions. Review the locations in your account and the search terms report to see who actually enquires, and write pages that work for someone who has never visited.

Do you have a business setup case study?

No. We have no published case study for this sector. Our published case studies cover other service industries, and we will explain how the method would transfer rather than invent results.

Can you guarantee clients or rankings?

No. Results depend on your offer, fees, response speed and competition. We agree measurement and review rhythm with you instead of promising numbers.

What does ZED charge?

We do not publish a price list. The cost depends on the scope, the number of languages and the channels involved, so we propose after hearing your situation.
